Governor Kim Young-hwan Visits Goesan-gun to Hear Residents' Voices Firsthand
On the 11th, Chungcheongbuk-do Governor Kim Young-hwan visited Goesan-gun, where he toured the Goesan-gun Library, set to open on March 28, and the Goesan Dure School, an adult literacy institution. He also visited the Goesan-gun Office and held a dialogue with about 200 local residents, presenting the direction of provincial governance.
Governor Kim first visited the Goesan-gun Library in Goesan-eup to inspect the facilities and held a discussion with around 10 local education and childcare stakeholders regarding relevant provincial and regional policies.
Built with a total budget of KRW 12 billion, including KRW 2.4 billion in provincial funds, the Goesan-gun Library occupies 3,456㎡ across three floors in Dongbu-ri, Goesan-eup. It is designed as a cultural and communication complex, featuring facilities such as an infant and children's reading room, periodicals section, youth space, single-person studio, book caf?, multipurpose hall, and rooftop garden.
Governor Kim then visited Goesan Dure School, which fosters basic literacy skills such as reading and writing among undereducated and illiterate adults and offers formal academic certification opportunities. He encouraged about ten adult learners and listened to their concerns.
With support from the Goesan-gun Government, Goesan Dure School operates the “Neighborhood Dure School” program through senior centers and community halls in towns and villages. It serves over 150 adult learners through one main campus and 13 satellite schools across the region.
Later, he visited the Goesan-gun Council to discuss local issues with Chairman Kim Nak-young and other council members, who also presented suggestions for projects requiring prompt implementation.
At the provincial policy briefing held in the Goesan-gun Office conference room, Governor Kim explained the direction of his administration following a welcome speech by the Geosan-gun Mayor Song In-heon, and a “Talk Concert” session was held to connect with residents.
During the talk concert with around 200 residents, various suggestions were discussed, including the establishment of the Buhung Agricultural Machinery Rental Office, construction of an all-weather gateball stadium in Cheongcheon, expansion of the Chilseong-Jangyeon-Yeonpo regional water supply system, creation of an indoor tennis court and spectator seating at Goesan Sports Town, and the acceleration of road improvements to Cheongan Jilmajae (Local Road No. 592).
After the briefing, Governor Kim held a discussion with about 10 members of the Goesan Return-to-Farming and Rural Migration Council to explore policies and implementation strategies addressing this issue, which has become a key agenda item for Chungcheongbuk-do in the face of regional depopulation.
Governor Kim stated, “We will actively review the valuable insights shared by Goesan residents today,” adding, “I will continue to meet directly with many residents to listen to their opinions and strive to resolve urgent regional issues and livelihood concerns.”
Meanwhile, the Chungcheongbuk-do Government plans to continue Governor Kim’s municipal visits through early April to inspect major project sites, gather residents’ opinions, and enhance the execution of key policies.

Chungcheongbuk-do Holds Ceremony for the 106th Anniversary of the March 1st Independence Movement
Remembering the Noble Sacrifices and Patriotism of the March 1st Movement with Independence Activists and Sakhalin Koreans
On March 1, Chungcheongbuk-do held a commemorative ceremony at 10 a.m. at the Cheongju Arts Center to mark the 106th anniversary of the March 1st Independence Movement, honoring the noble sacrifices and patriotism of the fallen heroes who resisted Japanese oppression and dedicated their lives to Korea’s independence and freedom.
The ceremony was attended by over 500 people, including members of the Liberation Association, veterans' organization leaders, Sakhalin Koreans, and heads of major institutions. The program included the reading of the Declaration of Independence, award presentations, commemorative speeches, the singing of the March 1st Song, a three-time cheer of “Manse,” and a commemorative performance, all of which served to reflect on the meaning of the movement.
Governor Kim Young-hwan of Chungcheongbuk-do stated, “Of the 33 national representatives who led the March 1st Movement, six were from Chungbuk. The ‘Bonfire Manse Movement,’ which used the traditional method of signaling national emergencies with beacon fires, also began in Chungbuk and spread throughout the country.” He added, “Chungbuk was at the heart of the March 1st Movement 106 years ago, and we will carry on the spirit of courage and loyalty of our patriotic ancestors to realize Chungbuk as the heart of Korea, together with our residents.”
He continued, “The aftermath of political turmoil since the end of last year and the global economic recession have made our current situation extremely challenging.” He pledged to turn these internal and external crises into new opportunities to promote “resident happiness” and “new possibilities for Chungbuk.”
He also shared plans to implement “work-based welfare” through the “Working Babper” project, create a “Sea of Culture” space in the old downtown area surrounding the provincial office to expand cultural access, and establish an “AI-centered Great Transition Strategy” to prepare for the era of everyday artificial intelligence. These efforts aim to strengthen the high-tech industry ecosystem and accelerate industrial innovation.
Governor Kim also composed a poem in memory of the late Lee Sang-seol on his way to the 80th Anniversary and 60th Founding Ceremony of the Liberation Association held on February 28 in Jincheon at the Bojae Lee Sang-seol Memorial Hall. The poem was set to music using AI and was personally dedicated by the governor during the March 1st commemorative ceremony.
During the ceremony, awards were presented to four individuals, including descendants of independence patriots and veterans, expressing gratitude for their noble patriotism. The event concluded with a moving opera performance by the Allio Opera Company, highlighting the activities of independence fighters and reinforcing the significance of March 1st.
Prior to the ceremony, Governor Kim paid tribute at the March 1st Park to the statues of five national representatives, General Han Bong-su, and Shin Chae-ho, honoring the noble sacrifices of those who dedicated themselves to restoring Korea’s sovereignty.
